한국·일본·중국 그리고 아세안 대학 간 교류프로그램 CAMPUS Asia 한일중 확장사업

제1차 한중일 3국 위원회는 다음과 같이 합의하였다.

  • 제2차 3국 정상회의의 합의문에 의거하여, 한중일 대학교류의 촉진이 경제적 상호의전성이 강한 동아시아의 인적자원의 개발에 중요하다는데 동의한다.
  • 본 프로그램을 통해, 한중일 대학에 다양한 문화와 지역 내의 학생과 교수들이 모이고, 각 대학의 장점이 실현되기를 바란다.
    - 영어로 CAMPUS Asia “Collective Action for Mobility Program of University Students in Asia”
  • 본 프로그램의 구체화를 위해 3국간 회의는 순차적으로 개최하되, 차기회의는 금년 가을에 중국에서 개최하고, 제3차 회의는 실무회의 (Working Group)의 활동 상황에 따라 한국에서 2011년 1/4분기 이내에 개최한다.

    회의 의제로는
    - 교류프로그램과 질 보증의 상호이해
    - 학점교류와 학점정책을 포함하는 교류프로그램의 가이드라인 구체화
    - 시범사업 수행 및 필요한 지원 확인
    - 대학등급에 관한 상호이해, 질 보증에 관한 색인발행, 대학등급에 관한 정보공유, 대학평가활동 정보공유를 위한 상호방문

    또한, 2011년 1월에 한중일 정부가 공동으로 아시아 국가 간의 한중일 고등교육교류 전문가위원회 성과를 공유하기 위해 질 보증에 관한 국제심포지움을 동아시아의 정부, 대학, 산업계, 질보증 기관 등의 참여 하에 개최한다.

  • 고등교육교류 프로그램을 위한 실무회의(Working Group on Exchange Program)와 질 보증을 위한 실무회의 (Working Group on Quality Assurance)*를 개최하기로 하고, 각 실무회의의 구성원은 한중일 정부에 의해 결정하도록 한다.
    * 질 보증 실무회의에는 한중일 정부측 고등교육정책 담당 대표자 및 2010년 3월 구성된 한중일 질 보증기관 위원회가 참여할 수 있다.

제2차 한·중·일 고등교육교류 전문가위원회 회의결과

  • 제2차 한·중·일 고등교육교류 전문가위원회가 2010년 12월 10일 베이징에서 개최되었다. 중국 교육부의 Zhang Xiuqin 국제협력교류 국장이 회의에 참석하여 환영사를 하였으며, 회의의 진행은 중국측의 Wu Boda 위원장이 맡았다.
  • 회의가 개최되기 전에 일본측에서 ‘질 보증을 수반한 한·중·일 캠퍼스아시아 시범사업 시행계획(초안)’을 제출했다. 중국측에서는 국의 의견과 제안사항을 수렴하여 ‘질 보증을 수반한 한·중·일 고등교육교류 가이드라인’과 ‘캠퍼스아시아 사업 기본계획안’에 대한 초안을 작성했다. 이 두 초안은 일본과 한국측의 의견에 따라 수정한 후 회의에서 논의될 수 있도록 제출되었다.
  • ‘ 질 보증을 수반한 한·중·일 고등교육교류 가이드라인’은 캠퍼스아시아 사업을 통한 대학교류의 원칙과 방향성을 제시함과 동시에 모든 이해당사자들의 역할과 책임을 분명하게 명기하고 있다. ‘캠퍼스아시아 사업 기본계획안’은 사업 시행의 원칙과 단계를 규명하고 시범사업 및 후속 사업에서의 교류 형태를 정의하며 관련 지원방식을 명시하고 있다.
  • 이번 회의에서는 상기 두 문서에 대한 충분한 논의와 의견교환을 거쳐 관련 주요 내용에 대한 합의가 도출되었다. 또한 시범사업 시행계획 및 관련 지원조치의 세부사항을 확정하는 일을 대학교류 실무위원회와 질 보증 실무위원회에 위임했다. 이를 통해 제3차 전문가위원회에서 최종 실행계획안 확정이 원활하게 이루어질 수 있을 것이다.
  • 제3차 한·중·일 고등교육교류 전문가위원회는 2011년 4월 한국에서 개최하기로 이번 회의에서 합의했다.

제3차 한일중 고등교육교류 전문가위원회는 2011년 5월 17일 한국 제주에서 개최되었으며, 동 위원회에서 다음과 같이 합의하였다.

CAMPUS Asia 사업추진

목표

제 3차 한일중 정상회의에서 채택한 『3국 협력 VISION 2020』에 의거하여, CAMPUS Asia는 다양한 대학간 교류 프로그램을 통해 3국 대학간 협력 및 학생들의 상호이해를 증진시키고, 궁극적으로는 3국 대학의 경쟁력 강화 및 아시아의 차세대 인재 양성에 기여함을 그 주요한 목표로 한다.

시범사업

CAMPUS Asia 사업은 시범사업으로부터 시작하고, 시범사업에서 얻은 경험을 토대로 교류의 유형을 세분화·발전 시키고 규모를 확대해 나간다. 제2차 전문가위원회(‘10.12, 북경)에서 합의한 바에 따라 3국 실무진이 지속적으로 협의하여 시범사업 추진원칙을 다음과 같이 마련하였으며, 제3차 전문가위원회에서 승인한다.

  • 교류대상 : 한일중 3국 대학 소속 학부생 및 대학원생
  • 참여단위 : 한일중 3국 대학이 구성한 컨소시엄
    • 참여자격 : 각국 국/공/사립대학
    • 학과 또는 단과대학 수준에서 사업을 신청하며, 참여 대학 명의로 신청서 제출
    • 한 대학에서 복수 컨소시엄에 참여하거나, 한 국가에서 복수 대학이 하나의 한일중 컨소시엄에 참여 가능
  • 교류프로젝트의 형태 및 분야 : 각 컨소시엄이 자율적으로 결정
  • 교류기간 : 각 컨소시엄이 자율적으로 결정하나, 시범사업 단계에서는 1년의 학생교환을 기본으로 3개월 이상 교류할 것을 권장
  • 교류인원 : 시범사업 단계에서 각국은 연간 100명(1년 교환 기준)의 다른 두 국가로의 초청·파견 학생을 지원함. 각국은 동수의 인원을 교류하며, 각 대학은 동수의 학생을 파견하고 초청할 것이 권장됨. 사비 또는 소속 대학에서 지원하는 학생 수는 상기의 인원(100명)에 포함되지 않으며, 각 컨소시엄은 프로그램 에 참여할 자격을 갖추었다면 이러한 학생을 교류에 포함할 수 있음.
  • 사업기간 : 3-5년
    • 2011년에는 사업공고 및 컨소시엄 선정, 학생교류는 2012년부터 시작
    • 3국은 매 2년마다 프로젝트 이행상황에 대한 평가를 공동으로 실시(예를 들어 5년 프로젝트의 경우 2013년
      (회계연도 기준)에 최종평가 실시), 이행상황이 미진한 대학에 대하여는 지원금 삭감 또는 중단 조치함
  • 선정규모 : 10개 내외 컨소시엄
  • 심사 및 선정방법
    • 1단계(각국별 심사)
    • 2단계(3국 공동 심사)
  • 언어 : 각 컨소시엄이 자율적으로 결정
  • 대학에 대한 지원 : 각국 정부가 자율적으로 결정
  • 교류학생에 대한 지원
    • 학생은 소속 대학에 학비 납부, 컨소시엄 구성 대학간 학비 상호면제, 각 컨소시엄은 학비를 납부하는 학생을 추가로 교류할 수 있음
    • 정부의 지원 : 초청국에서 연간 최대 100명(1년교환 기준)의 타국 학생을 최소한 각국 정부 초청장학생 수준으로 지원할 것을 권장
    • 항공료는 파견국에서 자율적으로 부담하며, 숙박과 기숙사 등 모든 기타 비용은 초청국에서 부담

질보증을 수반한 대학간 교류와 협력에 관한 가이드라인

동 가이드라인은 정부, 대학, 질보증기관, 기업 등 CAMPUS Asia 사업의 각 이해관계자들의 역할과 책임을 제시하고 있다. 각 이해관계자들은 시범사업 단계에서부터 이를 유용하게 사용할 수 있다. 3국은 각 이해관계자들에게 동 가이드라인을 적극 배포한다.

차기 전문가위원회

제4차 한일중 고등교육교류 전문가위원회는 2011년 10월 일본 동경에서 개최하기로 하며, 시범사업에 참여 컨소시엄 선정 결과가 보고될 것이다.

Agreement of the 4th Japan-China-Korea Committee
for Promoting Exchange and Cooperation among Universities

The Japan-China-Korea Committee for Promoting Exchange and Cooperation among Universities (hereinafter the Committee) held in Tokyo, Japan, on 6 August 2013, agreed as follows:

Expansion of “CAMPUS Asia”

The Committee shared and confirmed the significance, openness and potential of development of “CAMPUS Asia” in higher education in Asia. Responding to the spirit envisaged in the joint declaration of The Fifth Trilateral Summit Meeting among the People’s Republic of China, the Republic of Korea and Japan held in Beijing in May 2012, the Committee confirmed to further promote the development and enhancement of “CAMPUS Asia” on the basis of the pilot programs, with close cooperation and perspective to further expand the scale and scope of the programs so as to cultivate more and better talents for the region.

“We encouraged the three countries to make a contribution to the establishment of a shared quality assurance framework in Asia through the pilot programs and to further expand the scale and scope of the programs so as to cultivate more and better talents for the region”.

Monitoring activities of the pilot programs

The Committee shared the significance and importance of the ongoing monitoring of the pilot programs, which promotes quality assurance of “CAMPUS Asia.” The monitoring leads to a standard, which is crucial for expansion of the programs; the Committee expects its consistent progress.

The Committee confirmed the basic framework and monitoring schedule of the pilot programs.

* The monitoring project is to be carried out by the cooperation of the QA agencies of the three countries focusing on universities’ quality assurance activities. The QA agencies of the three countries identify good practices from the aspect of the quality of education and disseminate them broadly to higher education community.

* Through monitoring which will be conducted twice during a five-year period, the QA agencies jointly compares and analyzes quality assurance activities in the three countries, and then will draw up joint guidelines for quality assurance of transnational education for QA agencies of Japan, China and Korea.

Upcoming Japan-China-Korea Committee Meeting

The 5th Japan-China-Korea Committee for Promoting Exchange and Cooperation among Universities will be held in Shanghai, China, in autumn 2014.

대학간 교류 협력 촉진을 위한 5차 한중일 전문가 위원회 합의문

2015년 4월 10일, 중국 상하이에서 대학간 교류 협력 촉진을 위한 5차 한중일 전문가 협의(이하 ‘위원회’)가 있었음. 합의문은 다음과 같음.

CAMPUS Asia 프로그램 질 보장과 모니터링

  • 대학간 학생교류와 협력을 위한 가이드라인(The Guidelines for Exchange and Cooperation among Universities)과 4차 위원회 합의에 따라 각 국의 질 보장 기관에서는 상호 인정된 해당 국가의 기준과 절차에 맞추어 각각 10개의 CAMPUS Asia 파일럿 프로그램의 질적 수준에 대한 첫 번째(중간) 모니터링을 시행하였음. 위원회는 각국에서 모니터링 결과에 대해 승인함.
  • 위원회는 3국의 질 보장 기관이 보고한 CAMPUS Asia 파일럿 프로그램의 우수사례를 높게 평가하며, CAMPUS Asia 프로그램의 확장 및 질적 수준 개선을 위해 한중일 삼국과 그 외 국가들에 널리 알리도록 할 것임.
  • 위원회는 CAMPUS Asia 파일럿 프로그램의 2차 공동 모니터링 프레임워크를 채택하였으며, 파일럿 프로그램이 종료되기 이전에(2015년부터 2016년까지) 3국의 질 보장 기관이 해당 프레임워크에 따라 공동으로 최종 모니터링을 시행하고 최종 보고서를 작성하는 것에 대해 지지함.
  • 위원회는 “한-중-일 질 보장 협의회” 웹사이트를 적극적으로 활용하기로 합의하였는데, 그 목적은 CAMPUS Asia 질 보장 및 모니터링에서의 정보 교환과 공유를 촉진하고, 질 보장을 위한 모니터링 기준, 절차 및 결과를 시의 적절하게 공개함으로써 질적 수준 관련 정보에 대한 투명성과 접근성을 높이고 프로그램에 대한 국민의 지지와 감독을 보장하는 데 있음.

CAMPUS Asia의 확대 및 지속적 발전

  • 개방적, 유연하고 진취적인 CAMPUS Asia 사업의 미션을 되새기면서, 한중일 전문가 위원회(이하 ‘위원회’)는 다음과 같은 3개 모드의 확장 계획을 지지함. <모드 1>은 예컨대 프로그램들간의 보다 유연한 학생 이동을 허용하는 것을 통해 현재 프로그램의 개방성을 확장하는 것임(to enhance the openness of the programs, to allow more flexible student mobility, such as among programs.). 그 방식은 기본적으로 참여대학에 의해 결정될 것임. <모드 2>는 CAMPUS Asia 사업에 보다 많은 한중일 대학이 참여하도록 하는 것임. <모드 3>은 한중일 3국을 넘어 참여대학이 위치한 국가의 범위를 확대하는 것임.
  • CAMPUS Asia 사업의 지속가능한 발전을 보장하기 위해, 위원회는 다음과 같은 3단계에 걸쳐 앞서 말한 확대 계획을 집행할 것에 합의함. <모드 1>의 경우 2015~2016에 채택될 것임. 시범사업 기간 중 우수한 성과와 향후 발전의 잠재력을 보여준 사업단들의 경우 교류학생의 규모를 확대함. 2015년에서 2016년초까지 신규 참여 사업단에 대한 보다 유연하고 다양성 있는 참여 기준과 절차에 대한 연구가 시행되고 이를 확정할 것임. 이에 따라 신규 참여 사업단이 선정될 것임. <모드 2>는 2016년 9워에 출범할 것임. <모드 2>의 시행후 위원회는 시행 경험을 바탕으로 <모드 3>의 시행에 대한 협의를 할 것임.
  • CAMPUS Asia 사업의 지속가능한 발전을 더욱 촉진하고, 이와 함께 관련 당국, 교수 및 학생들에게 서비스를 제공하기 위해, 위원회는 <모드 2>의 본격적 시행후 다음과 같은 목적 달성을 위해 ‘CAMPUS Asia 정보 플랫폼’ 구축에 대해 추가적으로 논의할 것에 합의함:
    (1) 위원회의 주요 행사와 활동들에 대한 정보 제공
    (2) 한중일 학생 교류 프로그램에 대한 정보 제공
    (3) 교류 프로그램의 발전 정도와 시행경험에 대한 정보 수집 및 관련 자료 출판
    (4) 관련 데이터 분석 결과의 산출 등. 보다 구체적인 추진계획에 대해서는 대학교류 워킹그룹(Working Group for Universit Exchange)에서의 실무자 수준 미팅에서 논의될 것임.
  • 보다 유연한 학생교류를 위한 우호적 환경 조성과 CAMPUS Asia 사업 발전의 역량을 강화하기 위해, 위원회는 한중일 3국간 학위(자격) 및 학점의 상호인정에 대한 협력 메카니즘 구축에 합의함. 위원회는 CAMPUS Asia 사업의 지속적인 매력과 사업의 가시성 및 영향력의 유지를 위하여 참여대학으로 하여금 총장, 교수, 학생이 참여하는 정기 세미나를 개최하고, 이를 통해 대학간 교류 경험과 질 보장에 대한 견해들을 서로 교류하는 것을 장려함.

다음 미팅

위원회는 대학간 교류 협력 촉진을 위한 6차 한중일 협의회를 2016년 한국에서 개최하기로 결정함.

제6차 한중일 고등교육교류 전문가위원회 합의문

제6차 한중일 고등교육교류 전문가위원회는 2017년 11월 23일 한국 서울에서 개최되었으며 동 위원회에서 다음과 같이 합의하였다.

CAMPUS Asia 사업의 지속적 발전 및 확대

  • (본사업 지속 추진) 대학간 학생교류와 협력을 위한 가이드라인과 5차 위원회 합의에 따라 위원회는 2016년에 본 사업이 성공적으로 출범한 것과 각국 선정 기준에 따라 사업단을 공동으로 선정한 것에 대하여 긍정적으로 평가하고, CAMPUS Asia 본 사업을 차질 없이 추진하기 위해 긴밀한 협력과 함께 시범사업의 기반 위에서 CAMPUS Asia 사업의 발전과 향상을 도모하기로 확인하였다. 이를 위해 한일중 3국 내 본 사업 추진 경과를 상호 공유하였고 향후 개선방안 등에 대해 토의하였다. 또한 CAMPUS Asia 사업의 향후 운영 방향 정립을 위해 제2회 한일중 교육장관회의 등의 주요 정상회의 등을 통해 향후 미래 운영 방향에 대한 심도 깊은 논의가 추가로 필요하다는 것에 합의하였다.
  • (모드 3 확장 관련 내용) 한중일 3국은 지난 위원회의 논의 등을 통하여 총 3단계에 걸쳐 CAMPUS Asia 사업을 확대 추진해나가기로 합의한 바 있다. 본사업 기간 이후(모드 2)에도 3국간 고등교육 이동성 증진을 위한 사업을 지속적으로 추진함에 3국은 모두 공통된 견해를 확인하였으며, 아시아 국가로 확대하는 모드 3의 경우에는 다음 위원회에서 구체적인 방안을 논의하기로 한다. 한중일 3국은 사업단 선정 경험을 공유하고 선정의 합리성과 사업 확장을 위한 효율적인 지원 제공을 위해 공통 선정 기준과 관련한 논의를 시작하기로 하였다.

CAMPUS Asia 질 보장과 모니터링

  • (공통 원칙) 사업단의 원활한 학생 교류를 지원하기 위해 CAMPUS Asia 사업 운영을 위한 공통 원칙을 마련하는 데 합의하였다. 공통 원칙에는 장기 교류와 단기 교류의 개념, 학생 균형 교류의 원칙, 예산 부담 주체, 장학금의 범위(금액, 기간, 인원) 등의 내용을 포함할 예정이며, 3국 정부는 이러한 공통 원칙을 기초로 각 사업단이 사업 운영을 할 수 있도록 본 사업기간 내에 적극적으로 안내하기로 하였다.
  • (모니터링) 제1회 한일중 총장포럼에서 배포하였던 2차 모니터링 결과를 위원회에서 다시 한번 공유하였으며 위 내용을 승인하였다. 또한 이를 기반으로 하여 사업 질 보장을 위한 3차 모니터링 계획을 수립하기로 하였다. 제3차 모니터링은 2018년에 실시하며 모니터링 기준과 가이드라인 등 기본 방향에 대해 논의하였고 세부 사항은 3국 관련 기관 간 추후 논의를 통해 결정하기로 합의하였다.

학생 교류를 위한 기반 조성 및 역량 강화

  • (공동 정책연구) 제5차 위원회 합의 결과 등을 기반으로 CAMPUS Asia 사업단의 원활한 교류를 지원하고 한중일 3국의 고등교육 이동성 증진을 위하여 한중일 3국의 고등교육 학제 및 학위 인정 등에 대한 공동 정책연구 추진에 대한 논의를 시작하기로 합의하였다. 이와 같은 연구를 통해 3국 대학간 공동/복수학위를 촉진하고 고등교육 이동성을 증진해야 한다는 것에 3국 위원은 견해를 같이 하였다.
  • (사업 관련 교류 활동 확대) 제5차 위원회를 통해 총장, 교수, 학생이 참여하는 정기 세미나를 개최하고 이를 통해 대학간 교류 경험과 질 보장에 대한 견해들을 서로 교류하는 것을 장려하도록 합의한 바 있다. 3국 사업단간 정기적 미팅과 Alumni 미팅의 기회를 마련하고 이러한 교류 활동을 통해 CAMPUS Asia 사업 성과를 상호 확인하고 확산할 수 있도록 노력한다는 것에 3국 위원이 합의하였다.

다음 회의

위원회는 대학 간 교류 협력 촉진을 위한 7차 한중일 협의회를 2019년 일본에서 개최하기로 결정하였다.

Agreement of the 7th Meeting of the
Japan-China-Korea Committee
for Promoting Exchange and Cooperation among Universities

The 7th Meeting of the Japan-China-Korea Committee for Promoting Exchange and Cooperation among Universities (hereinafter referred to as “the Committee”) was held on 5 September 2019 in Tokyo, Japan. As a result of discussions, the following consensus was reached.

Ⅰ. Quality Assurance and Monitoring of CAMPUS Asia

  • (Monitoring) The results of the 3rd Joint Monitoring, which was conducted for nine new programs, were confirmed by the Committee. The outcomes of the full-fledged CAMPUS Asia programs identified by quality assurance agencies of the three countries, including good practices and issues, were shared among the three countries in order to facilitate the development and quality enhancement of CAMPUS Asia programs by the end of the Mode 2 (in 2020) and into the Mode 3. The Committee agreed to reflect the results of the monitoring in the draft of Expansion Scheme of CAMPUS Asia in the Mode 3 (refer to Attachment 1). The Committee also highly appreciated the valuable efforts by member agencies, consortia and parties of the three countries and expressed their expectation that a joint monitoring report would be issued as scheduled.

Ⅱ. Sustainable Development and Expansion of CAMPUS Asia

  • (Continued promotion of CAMPUS Asia) The Committee highly appreciated the progress of the full-fledged programs that has been made in line with the Guidelines for Exchange and Cooperation among Universities, the Common Principles of full-fledged CAMPUS-Asia Program and the Agreement of the 6th Meeting of the Committee. The Committee agreed to work more closely to pursue the further development of CAMPUS Asia based on the outcomes of its full-fledged programs. Furthermore, the Committee confirmed that further in-depth discussion is required to set the pathway for the future of the programs through various means, including the 3rd Trilateral Education Ministers’ Meeting.
  • (Expansion Scheme of CAMPUS Asia in the Mode 3) At the 5th Meeting of the Committee, the three countries agreed to expand CAMPUS Asia beyond Japan, China and Korea in Asia by introducing the Mode 3. Based on the Agreement of the 6th Meeting, the draft of Expansion Scheme of CAMPUS Asia in the Mode 3 (refer to Attachment 1) was proposed in the Committee. The Committee agreed the importance of the concept (e.g. “Asia for All”, “CAMPUS Asia 2.0”, or “CAMPUS Asia for All”) in the proposal as a broader direction, while recognizing the needs to consider and discuss more specific items in detail of three actions in the proposal by the beginning of Mode 3.
  • (The Common Standard for Qualified Program) The Committee confirmed the importance of the Common Standard for Qualified Program with quality assurance, which is stated in the draft of Expansion Scheme of CAMPUS Asia in the Mode 3 (refer to Attachment 1), and started discussion on the drawing up of said Common Standard in cooperation with quality assurance agencies, while reflecting the results of the monitoring, in order to expand CAMPUS Asia beyond Japan, China and Korea in Asia in the Mode 3.

Ⅲ. Creation of conducive environment for active student exchange and capacity-building

  • (Joint policy research and alumni community development) Based on the Agreement of the 6th Meeting of the Committee, the members of the Committee confirmed the progress of the Japan-China-Korea Joint Study on Mutual Recognition of Degrees, which was conducted by the Trilateral Cooperation Secretariat (TCS), and welcomed the efforts by TCS for the composing of the report. The members of the Committee, taking note of the positive outcomes of CAMPUS Asia, also confirmed that the Committee would work in cooperation with TCS, which as the focal point will support the ministries, on exploring the possibility of developing the CAMPUS Asia alumni community.

Ⅳ. The Next Meeting

The Committee decided that the 8th Meeting of the Committee will be held in China in 2020.

Common Principles of full-fledged CAMPUS-Asia Program

To support the active exchange of students among the consortia, the Committee agreed to draw up the Common Principles for implementing CAMPUS Asia Program. The Common Principles will include various matters relevant to the operation of the program, the principle of balanced student exchange, the parties responsible for the provision of funding and scholarship. The three countries also consented to actively inform the consortia of the Common Principles to assist their successful operation of the program. Taking account of the Common Principles, the consortia will implement the activities described in the joint application form proposed and approved in 2016.

Exchange Subject

Undergraduates and Graduates of Korea, China, Japan Universities.

Period of exchange

It is recommended that the exchange period be more than 3 month. For the graduate level, promoting joint or dual degrees is recommended.

Number of students

Each university is recommended to exchange a balanced number of students based on agreement among partner universities.

Support for student

  • Each student will pay tuition to his/her respective university, and tuition fee between universities forming consortium shall be mutually exempted. However, each consortium can additionally accept fee-paying students as their discretion.
  • Government Support: It is strongly recommended that the host country (student-receiving country) provide financial support to 10 inbound students (1 year basis) per consortia in principle.
  • Support for airfare will be decided autonomously by the home country (student-sending country), while scholarship (which can cover other costs including accommodation) will be covered by the host countries (student- receiving country).
  • The amount of scholarship is decided at the level of each government.
